The quality management model (QMM) ensures a comprehensive check-up of the effectiveness of the University’s education activity.
    It also ensures the constant control quality management:
    By the University administration
    By the heads of the departments and institutes
    By heads of chairs and faculty
    By students to a certain extent
    a) improving the education content
    b) improving the training process
    c) improving the effectiveness of teaching and learning.
    The PFUR QMM is founded on «Total Quality Management» (TQM) system based on the following principles of William Edwards Deming, the founder of TQM:
    Create constancy of purpose
    The PFUR: monitoring of education quality, regular control
    Improve constantly and forever each process
    The PFUR: adoption of the process technology
    Drive out fear
    The PFUR: organized discussion is allowed at all levels
    Break down barriers between departments
    The PFUR: the establishment of process-related ties between the PFUR subdivisions
    Eliminate slogans, exhortations, and targets for the work force asking for zero defects and new levels of productivity
    The PFUR: control schedules, indices, annual reports at the Academic Council
    Eliminate management by objective. Eliminate management by numbers, numerical goals
    The PFUR: setting up analytical groups
    Remove barriers that rob people of their right to pride of workmanship
    The PFUR: the revelation and demonstration of good professional practice
    Institute a vigorous programme of education and self-improvement
    The PFUR: the involvement of all the participants in quality management, forming conditions for the upgrading of professional skills of the administrative workers and faculty
    Institute leadership. The aim of supervision should be to help people and machines and gadgets to do a better job
    The PFUR: the quality management is the task of the Rector and the University administration
    In the QMM of the PFUR criteria-based and process-oriented methods are used
    Criteria-based method is designed for the quantitative estimation of the education quality.
    there are 2 criteria-based components in the system of education quality management of the PFUR:

    As well as 10 criteria, the list of which meets Russian and international requirements.
